Introduction
Zebra Environmental & Industrial Services, Inc. can provide the permanent closure of your underground heating oil tank.
If you still have an underground storage tank on your property, you may want to consider the permanent closure of the tank. If you plan on selling your property, the bank or lending institution providing the financing to the buyer may require the permanent closure of the tank prior to closing.
If you suspect that your tank has leaked, the tank should be removed rather than abandoned in place. If a release is detected you may quality for the North Carolina trust fund for the clean up of non commercial heating oil tanks. Qualifying for this trust fund means that you will not incur any out of pocket expenses for the clean up of the contamination. We offer the following the following methods of tank closure which are recognized and approved by the North Carolina Department of Environment and Natural Resources.
- Tank Removal and Disposal
- Tank Abandonment by Cleaning the Tank and Filling the Tank with an Inert Material (sand, stone, slurry, etc..)
Scope of Services for Tank Removal and Disposal
Zebra will mobilize to your site with a vacuum truck, backhoe, dump truck and experienced personnel to complete the work.
Remaining residual product, water and sludge will be removed from the tank. This removed material will be manifested, transported and properly recycled or disposed of as applicable.
Small shrubs or bushes may have to be removed to provide for access to the area where the tank is to be removed. If required, these shrubs and bushes will be staged on site for reuse.
The soil over the top of the tank will be removed and stockpiled on site. The tank will be removed and examined for corrosion and possible petroleum release. If the tank shows evidence of a release or there are signs of a release in the soil surrounding the tank, refer to our Scope of Work for Environmental Services.
The removed tank will be loaded and secured on our trailer. The tank will be labeled, manifested, transported and properly disposed of by cleaning the tank and recycling the metal. A tank disposal certificate will be provided.
Utilizing the clean excavated overburden and clean imported fill dirt, Zebra will backfill the tank excavation. Removed shrubs and bushes will be replanted as applicable and the disturbed area seeded and strawed as required.
Scope of Services for Tank Abandonment by Cleaning the Tank and Filling the Tank with an Inert Material (sand, stone, slurry, etc...)

The tank will be internally cleaned utilizing a pressure washer and vacuum truck service. Rinsate from the tank cleaning will be removed from the tank, manifested, transported and properly disposed of. During the cleaning of the tank, the interior of the tank will be visually examined for corrosion and possible petroleum release. If the tank shows evidence of a release or there are signs of a release in the soil surrounding the tank, refer to our scope of work for environmental services.
The cleaned tank will be filled utilizing a solid inert fill material. The approved material for filling the tank consists of sand, stone, slurry or fills dirt.

Scope of Work for Environmental Services
Statistical data and our own experience indicate that approximately one half of underground heating oil tanks have a release due to corrosion, overfilling or failure of the tank system.
During the excavation, overburden soils and the soils surrounding the tank will be examined for contamination. If a release has occurred the State of North Carolina has a non commercial trust fund to pay for the clean up of the contamination.
If contamination is present, Zebra will obtain soil samples per state regulations under the direction of a North Carolina registered Professional Engineer. The samples will be analyzed by a state certified analytical laboratory.
At the direction of the professional engineer, Zebra will over excavate the petroleum impacted soils, manifest, transport and properly dispose of the soils. The soil disposal facility will be approved and licensed by the State of North Carolina. Soil disposal manifests will be provided. This work will be completed within the guidelines of the state trust fund regulations.
Zebra will complete and file all of the paperwork and documentation with the State of North Carolina.
